MORE INFORMATION ON HELLER 2 V DC

        In our 31 August Articles & Letters Section, the website discussed two ongoing court cases involving firearms registration. The basic parameters of both cases were covered but this week we want to provide more information on the suit called Heller 2 v DC. As indicated on 31 August, it contends that registration of commonly owned guns is unconstitutional but the suit goes beyond that claim. District of Columbia gun laws presently prohibit registering sport utility weapons (what DC officials call "Assault Weapons.") The District also disallows original capacity ammunition magazines by artificially restricting magazines to ten rounds. The Heller 2 v DC suit asks for relief from both of these prohibitions. For civil rights advocates, the best result of Heller v DC 2 would be a finding that, 1) gun registration is unconstitutional, 2) banning sport utility weapons is illegal and, 3) disallowing original capacity magazines is also illegal.

        This case is potentially a giant step forward for civil rights and we'll report on its progress.         Since this week's Notes entry continues an earlier discussion of District of Columbia gun prohibitions, here's another recently filed DC case. Cato Institute's Tom Palmer has brought suit against the District to allow concealed carry of firearms there. His website address, tomgpalmer.com has been added to the Links Section.
